This document is a proposal for an Integrated Territorial Climate Change Management Plan for the department of Cesar, viewed from a positive perspective to the year 2032. Its objective is to contribute to improve the department’s capacity to adapt to the average increase in temperature and variation in precipitation as a consequence of climate change. Likewise, it aims to develop relevant actions at the departmental level to reduce Greenhouse Gas (GHG) emissions, responsible for climate change, in accordance with Colombia’s commitments acquired by signing the Paris Agreement.
