This document is a proposal for an Integrated Territorial Climate Change Management Plan for the department of Santander, viewed from a positive perspective to the year 2030. The objective of the Plan is to contribute to improving the capacity of the department of Santander to adapt to the average increase in temperature and variation in precipitation as a result of climate change. Likewise, it aims to develop relevant actions at the departmental level to reduce Greenhouse Gas (GHG) emissions, responsible for climate change, in accordance with Colombia’s commitments acquired by signing the Paris Agreement.
